Circuit for play video on LCD Module

I have a video file stored in a SD card. And I want that video file to play on a LCD Module. Is it possible to design a circuit to do that. I tried to do it with Arduino but it is not capable of doing that. Raspberry Pi is ok but I want low cost circuit just for that purpose.

Give me some suggestions.

there's quite a bit of data processing involved
if the raspberry pi worked, great, you are not likely to get anything simpler
