Just use a negative voltage source and a resistor (positive value resistor).

Actually, a negative value resistor would probably work too...

Negative current is just current flowing in the opposite direction. Swapping over your multimeter probes will do it too.
 
what value of resistor may i use...actualy from me first to haer a positive resistor i learn that resistor is non polarized can any explain what do you mean of that?

Perhaps you can explain what you want to do.

In addition, voltage, current, and resistance are related. You need two of them to determine the third. You have only given me one.

the output voltage is positive 12volts,i need -250mA signal what i need to do??

Explain to us EXACTLY what you are trying to achieve. equipment you are using/testing etc

going of the VIR triangle, having a positive voltage and a negative current means a negative resistance.... I have not heard of one of these. you could have a negative voltage though with a positive resistance giving a negative current.
I don't see how to solve this without a FULL explanation of what the circuit is and why you require a negative current in a particular section.
