Finally got my circuit working and went in to clean up my debugging wires and ruined my LCD panel and it is the last we had in stock so I went through a box of unknown LCDs to find a close match. It is the same size and has the same number of pins as the PCF8548 LCD I was using but it must have a different configuration because I assumed it the same and now my program won't run. The markings on the new LCD screen are as follows:
