How does one obtain noise power spectra as a function of frequency from a conductance-voltage curve? What do they mean by frequency in the attached paper (Fig. 1 (c) and (d))?

You don't. As far as I know these are separate measurements.

Frequency as in "cycles per second", what else? hese figures show that the higher the frequency, the lower the noise.
