xlr port negative pin

I have a mobility scooter with a 3 pin XLR port. The manufacturer didn’t connect a wire to the negative pin, a.k.a. pin 3. Yet the batteries charge without issue and the scooter runs. Can someone explain?

The 3 pin unit would be multi purpose and they've used just 2 as that's really all that is required for a circuit.

Yup, I'm suspecting that
I think the OP is getting confused and relating the pins on the XLR as to how they would be used in an audio situation
This, however, is irrelevant when for use as a power plug and socket
