Where can I find software that lets me play with WMA?

I would like to make a WMA file with the following:

1. 44,100 Hz sample rate or higher
2. Stereo or mono
3. 24 kbps bit-rate or less

Any software that can do this or something close?

AFAIK, release 7 and earlier.

I was looking for something that allows me to select a bit-rate of 24
kbps with 44100 Hz!!!!!!!!!!

It should allow a high sample rate with a low bit-rate!!!!!

Well, XP and Win2K have been out for a number of years now. Unless your
computer hardware is older and fairly limited they are much more capable
OS's than 98 or ME.
