Will this charger work?

Hello,
I have made a 3S2P 18650 battery pack with a balance-charge BMS, and I was wondering how to charge the battery pack. I have a 19v 7.1a power supply and a 200w step-down board.
To how many volts do I need to set the step-down board and do I need to limit the current? Or the BMS will do the current limiting?

Maybe you have a protection circuit which is not a charger circuit.

There are no details of the charging and discharging.
Charging at its 20A and discharging at 40A will explode many Lithium batteries. The ad does not say if they are programmable.
