Where would I find a charging ciruct for AAA batteries?

If you're talking about a trickle charger (40 mA) then you do not need such a large transformer.

But beware that charging fully may take a long time... (and 40mA is only appropriate for cells that are 800mAh or greater, (these will take approx 30 hours to charge)
 
That's okay, I don't mind it taking a long time to charge so long as it's under a month. The power source is supposed to charge the AAAs so that I can use them to run USB based devices. What I'm concerned with is the possibility my generator may not me powerful enough to power the circuit required to charge the AAAs.

Charging them at a slower rate is also OK.

Just be careful that the generator voltage doesn't rise (on good days) high enough to overcharge the batteries.

I'm not a fan of constant trickle charging. It does not result in a long lifetime for cells -- but perhaps that is because most chargers of this sort "cheat" by giving the batteries too much current.
