CocaCola asks a very valid question. Even more important to realise is that if the current draw changes (or your 9V supply changes voltage -- say if it's a battery) the voltage will change.
It would be useful to know what you actually want to do (say, drive a motor, light a LED, or charge a lithium battery. Each of these might need 3.7V, but the circuit you would use in each case would be very different.
