what is the SPDIF jitter spec for Tx eqipment

I found the Jitter spec for digital audio system in IEC 60958-3,(below)
In 48khz sampling, 0.05UI is 8.16nS
I have some optic jack samples but their jitter spec is all 15nS. Are these sample all NG for digital audio system??

• Jitter tolerance the amount of jitter the receiver should tolerate before losing lock
o Specified at various frequencies:
o 10UI below 5Hz
o 0.25UI between 200Hz and 400kHz
o 0.2UI above 400kHz

• Intrinsic jitter the maximum jitter introduced by the transceiver itself
o Specified as 0.05UI
 
guassian jitter should not exceed +/-30% of the 2x clock window in general.
so if 15ns is peak, the smallest clock period would be 50ns or a data rate of 10Mb/s for clean signals, so those should be fine for 500kbps encoded data, perhaps 1.5Mb/s depending on other jitter in the system.

Jitter often comes from ISI or intersymbol interference of 1f/2f in group delay distortion of biphase.

... HDD drives use various RLL encoding methods to stretch out data transition intervals with defined max,min (>2) clock intervals to reduce ISI, while still retaining ability to sync clock.
