Weston Technology Remote Display Unit

I found this Remote Display Unit, it also has a LC/SDCM Serial Data Converter Module (for use with DayStar NOVA LCD).

I have the following information:

There are (4) terminal connections:
Power Supply Return,
5V Power Suppply,
RS-232 Return,
Receive DATA.

It is a receive - only device, factory configured as follows:

9600 bps
No parity
2 stop bits

To initialize:

Step Hex Dec Function
1 11 17 Place system in command mode
2 30 48 Initialization Command
3 30 48 Initialization Command
4 38 56 Set LCD to 8-bit interface mode
5 01 01 Clear Display (wait 2 ms before sending next instruction)
7 0F 16 Turn on the display, set cursor mode
8 12 18 Place system in data mode

Is there anyway I might connect this device to my computer RS-232 Port and display data?

Do I need some type of program with the initialization steps above on my computer?

What do I need to do to get this thing to light up?
I am a complete Nubee at this.
