Voltage level shifter

Hi,all

I have a pack of batterys in 16 series, general 3.6V/battery.
Now I want to shift up 0.7V at every positive electrode of battery.
i.e. Vbat1=3.6V-->4.3V
Vbat2=7.2V-->7.9V
Vbat3=10.8V-->11.5V
.
.
.
Vbat15=54V-->54.7V
Vbat16=57.6V-->58.3V

So is there any IC or circuit I could use?

Add a 0.7 V cell to the bottom of the series. Call it Vbatt0
Vbat0=0.7
Vbat1=4.3
Vbat2=7.9
