Verilog appears to be overkill for the few boolean
terms and fuses.

Two pieces: first you need a synthesis tool, and then a place-and-route
(fitter) tool. Lattice MIGHT have Verilog support (using their version
of Synplify and/or Leonardo). Call 'em and ask.
