Anybody know of a free downloadable circuit simulation package I can try to learn
to simulate a buck regulator?

Yep, LTSPCE from linear.com.
And I can attest to it as an old dog that learned it

I think Texas Instruments are still offering Tina-TI. This is a stripped down version of Tina though. I also use LT Spice and it's really good freeware. It's not as easy to use as Tina and their schematic models take up a large amount of real estate.
