SMPS power problems

this Switch mode cant power the system up. no green light. i have done voltage testing and am only getting the 12 volts output.-12 volts,5volts are both missing how can I solve this problem?

what did this supply come out of ... what make/model ?

what mains voltage is it supplied with ?

This board is from AUCMA DVD Supplied by 240 volts mains.Ill post the other side, Just yet I cant access the set but ill provide a photo.
