Samsung Plasma tv Horizontal white lines on screen

I have a HP-S5073x 50 inch Samsung plasma tv that has picture but with white horizontal lines on the whole screen. No sound or power issues. Thinking its the Y-sustain board or upper and lower buffer boards. Here's a pic.

Do you have a digital or analog tuner. That looks like interference on an analog signal.

Lines are still present without any inputs. digital

how old is this TV ? if more than ~ 5 years it may well be having power supply issues.
its quite possible that there are a few electrolytic capacitors that have dried out and are no longer correctly providing filtering on DC rails, thus causing AC "Hum' problems that have become apparent on the picture
