RCA drd435rh directv quick fix?

Getting very low voltage on the Satellite in. ( about 0.5 to 0.6), know I need to have 13 to 16 v to drive the dish. Easy fix? Any ideas?

You probably have a leaky zener diode causing the problem. Look for
it around the sat in connections. You might have the regulator bad as
well, but normally I've found leaky zeners.
