What best voltage for long term storage of Li-Po and Li-ion batteries? i have smartphone batteries xiaomi BM20 and Nokia BP-5L

As I've suggested before, seal them in a large steel drum, embed that in concrete and place it in the deepest ocean trench you can find.

if i store Li-Po and Li-Ion batteries at 3.75-3.80V how long do I need to check them to find out the need to charge?

Cheap poor quality batteries do not hold a charge for a long time. Measure the voltage in 2 months and if the voltage did not drop then measure the voltage each year.

today my batteries are at 3.6v is it recommendable to recharge to 3.75-3.80v mentioned by university batteries?

No, many opinions, and many topic posts that waste everyone's time are NOT good.

If you refuse to follow advice and info already received, it must be because you know more than everyone else because you exercised due diligence to research and educate yourself from a battery authority such as a major battery manufacturer, not just accumulating as many opinions as possible. Science is not like voting for a president where the most popular option wins.

Besides, if you have not already sealed your batteries in concrete in a drum and buried them in the ocean, then you are not following suggestions so it is very rude to ask for suggestions again.
