I cannot get the same solution .I think it is voltage follower

You are right. The problem is wrong, and the given solution is wrong. It is a voltage follower with a gain of 1. If the writers wanted to show a non-inverting amp, then they should have put R1 on the other side of R2.

Yes, voltage follower. R1 is on the wrong side of R2 to be an amplifier. R1, as shown, is just the load.
