PWM Data Logging

I am new to this and looking to create something to record two separate pwm signals.

The signals will be between 1 and 2 ms

The processing of the data can be carried out on a pc afterwards so I was thinking of just writing the length of the pulse to an SD card.

I assume i need to use a microcontroller to achieve this but can anyone give me an idea on which one to go for and where to start!

There are one or two preliminary questions, and then somebody else (not me!) can have a go at giving you the best answer.
First, how accurately does the measurement need to be made, please? What kind of signals are they - pulsed DC or pulsed AC signal?
Also importantly - what voltages are involved please?
My final question is "what about noise?" Where does the signal come from and is it clean, and where does any noise come from?
