Please help! Voltage regulator

I need a voltage regulator circuit that can take a 3.7 volt cell and give 3-8 volts controllable via a pot.

And how on earth could I also control wattage?
Recommend a chip and circuit pretty please!

What you need is a buck-boost converter. Check on Ebay, there are inexpensive modules available.

You cannot control voltage and wattage (power) at the same time. If you fix a voltage, whatever you are powering will decide how much power to draw. A power supply can typically provide a range of voltages and some maximum current.
