pic16f84a doubt

need to know if a pic16f84a can directly read (without ADC) a 5v input to its input port to control an output device (or) is a ADC a necessity????

Well, if it's either 5V or 0V the answer is yes.

But only if it is powered with 5V. Inputs cannot be more than 0.3V above Vdd or they will feed power into the chip through the protection diodes.
