Phase difference calculation

I want to implement a circuit for calculation of phase difference.
Requirement:1. Generation of sine wave.
2. Passing it through a material(transmission)
3. Receiving the sine wave from the output of the material.
4. Calculation of phase diff between the transmitted and the received waves.
5. Frequency of transmitted should be from 1Hz to 100Mhz.

I have browsed and got a sample project. But the problem is it works till 10k according to description. But the requirement is that it should work till 10M or atleast 1M.
