PCB Coating

I've been trying to dissolve a coating on a PCB.

First, I thought it might be some type of silicone, so I bought very expensive silicone dissolve bottles, but it did not dissolve the coating at all.

Honestly, I'm not sure what the material could be at this point, so thought I'd ask some people if they have a suggestion.

Here's a picture of the thick coating.

Potted and cured silicone rubber. . . .non soluble.

A wooden spudger stick and selective removal is permissible on select smaller areas.
Such as you have already done at the left area.

Also some wetting as shown below, in his dipping the RED silicone potted connector, may help
