lighting power of classical halogen lamp, for the same electrical power ?

Yes. See manufacturers datasheets and real customer feedback. These lamps
and the Philips Extreme equivalents, also the slightly cheaper
Silverstar/Vision-Plus all perform pretty much as per the manufacturers'
claims.
