On off switch using a DC to DC converter

I am trying to redesign a circuit. The circuit basically switched an output to on when a button was pressed and stayed on until the button was pressed again. The original circuit was damaged and taken apart, so I don't really know how it was put together, but the only component, other than some resistors and capacitors, was a DC to DC converter ic.

Has anyone ever seen this ic used in this way?

That would be an odd chip to use for that purpose. I haven't a clue how one would do so.
