no power (blown fuse. 125v)

a friend recently gave me this RCA 27" t.v. he said he doesnt know why it wont
turn on. i replaced the fuse. once i plugged it in, the fuse blew again. i
didnt even get a chance to try and turn it on. the model# is: F27615 and the
chassis is:CTC203AX. it's a 2000 model.
any suggestions?

Obviously there are shorted or faulty components and circuitry in the
television. To find the fault(s) will require the proper test equipment and
tools and, of course, the necessary electronics knowledge and television
repair experience.

There, with some search time, you will find a wealth of troubleshooting
tips, component testing methods, repair procedures and IMPORTANT safety
procedures that will help you to stay away from dangerous and lethal
electrical shock hazards inside the television..... note that these hazards
may still be present even when the television is turned off and unplugged
from the AC power..... be very careful.
If, after reading through the repairfaq, you are still not certain how to
proceed you might be best advised to TAKE the television to a service shop
for at the very least a repair cost estimate so you can make an intelligent
repair decision with facts instead of internet or telephone guesses.

Something's shorted in the power supply, I just fixed a CTC175 chassis that
had a blown power supply driver chip, it was an STK730-010 if I remember
right. There were a bunch of weak capacitors too but that chip was the main
problem.
