Basically, yes. The circuit doesn't *always* have to be isolated from
the mains, but it must certainly be isolated when it is connected to
the inverter. Rules in different jurisdications vary a bit, but
basically there has to be a switching arrangement that makes certain
that nothing is connected to the mains and to the inverter at the same
time.
The safe, simple way to do it is to have a completely separate circuit
that receives power from the inverter and never from the mains. Just
plug your device into whichever you want to use.
