Need to hire for design and prototype project

I am looking for an engineer to design and prototype for Hire. I need to have several issues resolved concerning ID of cell phone either by RF or EMF with switches and several on / off issues. Again this is a serious project and only serious engineers need answer. Pay based on solution / time / and experience - pay is negotiable... I am not an engineer but have a good Idea of what I need accomplished... Thanks
