Need help with a resistor on a ac adapter

I have a broken AC Adapter 21.75V for a Black & Decker blower and the red light went off. Opened it up and found a blown resistor.

I have the same exact setup just 21.75V instead of the 14.4V. My resistor is a R7 also.
I get 18.74V at one end of the resistor and nothing at the other end, the old resistor was blown so I don't know what resister to put back. The guy in the link I provided used a 10Ohms 1W but for a 14.4V charger. My charger is 21.75V and 210mA. So doing some math with those numbers I using R=V/I and used 19v and .21A got 77 ohms. That seems too much. So I am stuck. Any help would be appreciated.
I have another dual charger that has the same size of 21.75V listed when I measured it reads 26.21 at the wire end.
