Ah, that makes much more sense.

If you can get a datasheet, then typically you don't have to do any measurements because it will give you all you need. I have writen a short guide on looking up components here. (Have you read that? Have you tried that?)

As for measuring things, here are a few things you could measure on a transformer:

1) inductance of all windings
2) wire gauge of all windings
3) Number of turns in all windings (yes, this will destroy the transformer)

And some things that are hard to measure:

4) The characteristics of the core. Maybe you can do some tests to see when the core gets saturated and work backward from there.
5) What are the frequency characteristics of the core? Measured? or determined from core material (how do you determine that?)
6) Thermal characteristics. How fast can heat escape? What power can be successfully dissipated?

Given these measurements you could determine a suitable range of frequency of operation and powers and voltage swings that would be appropriate.

It would be a highly non-trivial operation.

Alternatively, you could look at the circuit diagram from the device it came from and use its nominal characteristics to determine a probable rating. Here you would have to consider how much margin the designer left at the highest anticipated power (might it even be positive!?!?!?!)
