My Metal PSU is leaking electricity and its short in DC voltage

I have a Metal PSU and it's output DC has phase current and it's showing in tester. I think its leaking electricity

I have tested the diod and all working fine. The Voltage in digital meter is just 12volt and all OK.

Could you please do let me know in which spare parts component the voltage is liking on DV output ?

Earth, -V +V all showing current, I checked it through tester.

The only thing that I might / can interpret from this language / explanation is possibly you are taking a DVM and placing in AC mode and referenced from a good earth ground, with you then reading " a leakage voltage "
I would suspect that is being a feeble electrostatic voltage with no real current / power behind it being involved.
To confirm place a 1K resistor across your meter + and - terminals and measure the voltage with that shunt
and then see what your voltage reading is then being . . . . .reading from each of the "hot" terminals.
