Since you give no info on how fast you want to charge it or the voltage...
IF it's 12V, an auto supply store can sell you one cheaper than
you can build it. The schematic is the easy part. The hard part is
finding the transformer, mounting it, heat sinking the diodes, bug wire,
meters, putting it in a box so you don't electrocute the cat....and on
and on.
In the USA there's one for sale at about every third garage sale. I'd
bet if you ask for it, you can get one at EVERY garage sale.
