Not sure I'm understanding your question as you intended.
A resistor is a passive device. Older resistors were commonly made out of carbon, nowadays also made out of other materials.
A transistor is a semiconductor, not a passive device.
Most transistors are made with silicon, because you can change the amount of current through the device by 'doping' it with known quantities of impurities.
Basically, if I understand your question:
Transistors are chosen to amplify or pass specific voltages and current, and resistors are added to the transistor circuit externally, to help regulate those voltages and currents to make things happen the way you want them to in the device the circuit is built for.
