insignia 2009 red stand by light on

I have insignia m/n NS-L37Q-10A with a stand by light on with no pic no sound . When i check power board I have 5v stbv 12v and 24v without pushing power button.

With the standby LED on, you should not get a picture or sound.

Are you saying the TV wont come out of standby?
