My Set Up
I am building a static grass applicator and am copying this guide.. The applicator uses a negative ion generator to which I pulled out of an air purifier.
I soldered the applicator wires to a DPDT switch along with the DC Power-In wires. Using one of these no contact voltage testers, I've confirmed that the +/- power in wires are powered, as well as the power to the ion generator from the switch, and the negative ground wire is powered. However the red high voltage output line is not receiving any power, and thus the applicator isn't working. Any ideas as to what to do? I've purchased an auto-ranging digital multi-meter, however I have no idea what to look for. Any guidance would be greatly appreciated.

EDIT: I should mention that even though in the picture I tagged the little short black wire as "I don't know," I am 99% sure that it is a ground wire because it was soldered onto a part of a circuit board that wasn't connected to anything.
Additionally, I was really anxious to get started on this project which is why I didn't want to order the ion generator online. I called around my local electronics suppliers and no one had this part, however I got lucky and happened upon a hobby shop that had the entire air purifier which I purchased for cheap. Worst case scenario, if I can't get this to work, I can always order the generator online.
