IFR FM/AM 1500 battery turns itself on and can't shut it off.Manual has no schematics section

I'm a little confused. It has no power switch? If it has one, which the manual seems to indicate (unless I have the wrong "IFR FM/AM 1500") maybe the switch broke internally and just needs replaced. What does this have to do with "battery" unless you mean you wouldn't mind it staying on except that doing so drains the battery excessively?

Manual says there is a power /off/ battery selector. section 2-1 at the bottom left.
