Ideas for simple pulse circuit?

Need some ideas for generating a repeating slow pulse from 0v- 9v lasting around 250ms with pulsewidth adjustment.
A square LFO of sorts.
any help/input would be appreciated as im fairly new

This sounds ideal for the ubiquitous 555 timer integrated circuit. Lots of circuits available on the Internet.

Specifically you will want to use the 555 timer as an astable multivibrator. The width and frequency of the wave can be adjusted by altering the control resistors and capacitors. Research the schematic online.
