I.S.P. Downtime Standards?

leaving, or converging on the NOC with pitchforks and torches.

That depends on what kind of contract you have with your ISP and/or
telecommunications provider.

In addition, most services are sold (to consumers) as unregulated
services. However, certain services sold by regulated entities (such as
DSL provided by regulated telcos) may fall under your utilities
commission jurisdiction and there may be performance standards.

Depends on which industry.

Most commercial ISP's offer a Service Level Agreement (SLA) that specifically
enumerates uptime standards and the penalties they will pay out if they
fail to meet it.

Few to no end-user ISP's make any such guaranties or even wave their hands
at the subject.

I'd guess 99.5-99.9% or so.
A little better for basic IP connectivity, a little worse for all services
working at once.
