how to fix power supply adaptor

I have a power supply adapter which is meant to convert 230v into 5v.
When i put a multi meter across the output I am getting a voltage that is changing between 1.7v and 2.2v roughly.
What could be wrong??

load the adapter with a 220 / 100 ohms resistor resistor and measure. The adapter design may call for a minimum load to function.
