The output voltage for this regulator is 2.5Volts regardless of the input voltage (within limits), as long as you don't ask it to supply to much current. The maximum current rating for the device will be on the data sheet and is usually dependent on the package type it comes in.

The input voltage must be more than 3.5V and less than 15V.

No, if you want an adjustable regulator they are available. LM317 is a popular one.
