Help : PWM generation

Hi ,
I want to generate voltage control PWM signal(0-5V) duty cycle vary from 10% to 90% and at the same time i want to change frequency with changing voltage whenever is required.
please help me to design that.

This circuit may meet your needs. Duty cycle is voltage-controlled but the frequency is controlled with a variable resistor.

The IC inverter used is around 5v (6V max) so that's pretty much the limit.
No idea what you mean "use in a hv circuit".
Possible to interface with an opto of some description.
