EMC test on motors

EMC tests on HV electronic motors must be conducted at maximum or minimum engine torque ?

All EMC tests must be conducted on all possible ranges of operation(regardless of specific equipment).
The one that is of interest is the worst case one.
The equipment should complie with EMC regulations in that worst case ,whatever it is.

So it is possible that maximum emissions occur at maximum torque?
I'm interested in BSG motors and hv electronic motors In particular
