Dump load advice

I would like some advice on a current project. I have a hydrogen fuel cell with a power output of 1.2 kW (24 V) and need to produce a dump load. At the moment there is a bank of resistors, wired in parallel designed to apply set loads (262 W, 384 W, 524 W, 646 W, 785 W, 908 W) by switching different combinations of 5 resistors (4 x 2.2 Ω and 1 x 4.7 Ω) on and off . I would like to know if there is a fairly simple way of creating smaller load increments using a similar setup?

Have you investigated the compression carbon pile resistor? Might be hard to find one in the UK, but these were used as a variable load in a time long ago to test the current delivery (cranking ability) of lead-acid automobile batteries. Harbor Freight sells them.

You could also build an R-2R resistor ladder with relays to switch resistors in and out.
