Does this have a balancing board

Hi all,

Very new to the world of electronics but due to the scare of the 'hoverboards' I've been doing some research.

The battery the chinese produce is a 36V 4.4Ah, 20 cells.
They include this 'protection board', can you tell from the pictures if it has a balancing module?
As far as I understand, limited knowledge here by the way, you'd need to make sure the cells are balanced to avoid any overcharge or overdischarge. Right? Or does it not matter?

You can probably tell by how many connections it makes to the battery. To do cell balancing, it would have to connect between each pair of cells in series.
