I'm looking to buy a small window air conditioner
(5000-6000 BTU) for bedroom use.

Does the drop from 107 eer to 9.7 eer mean a big diff
in electrical usage?

EER is average BTU's per Watt of power consumption, so you can calculate
out the difference in energy consumption pretty easily.

All other things being equal, the unit with 9.7 eer will consume 10.7/9.7 =
110%. So you can expect about 10% more electricity to run the lower eer
unit.
