Does anyone know what this is?

Something more for me to learn. Btw, there are so many knowledgeable people on these forums. How did everyone learn all this stuff??? Are they electrical engineers? Formal technicians?or just learn from books and trial and error/persistence? I eventually want to be more proficient and just wondering how these people achieved their level of knowledge.

The answer you ask for is mostly "mileage" = Decades of daily activity in electronics, from past, present and future engineers and technicians, learned the hard way reading and collecting books, burning fingers with solder, not simulators, not the easy web...

Everyday there is a chance to goof and learn ! Then you think... Why didn't the manufacturer marked instead, "250~Y2" and "400~X1" to avoid error reading ?
 
Nevermind. Figured it out. Sorry. Safety ceramic disc capacitor. 4700 picofarads, x1=400 vac, y2= 250 vac I think.
