Do USB ports (for charging only) require FCC certification

I would appreciate if someone can let me know if the "regular" USB ports that are only for charging and not for data transfer require FCC certification.

Also, is there any UL standards that these USB ports should comply with?

A USB port is 5V and is not a charger circuit because nobody makes a 5V battery. The Lithium battery in a phone charges to 4.2V or less, at a certain current designed for it.
Instead a USB 5V is used to power the charger circuit inside the phone.
Since the charger circuit does safe charging to prevent the battery from exploding then the USB port does not need FCC certification.

Unless, perhaps, it uses a high-frequency switch-mode supply. I don't know if those need FCC approval or not.
