Is there a way to discharge a NiCad cell faster than it would be to just short
circuit it, and without the risk of possibly reverse charging it?

Even a "mere" short will damage the battery, and it might get hot
enough to cause other damage.
Go back to the NitroGlycerine that i recommended.
