dim led w photo resistor?

Why when I shine my light on the photo resistor the led doesn't go totally dark? It goes dim, but not completly off..

Because the P.C. still has resistance, just increases with light.

Is there way to up or down size anything to make this more sensitive?

You'll need an amplifier to convert the weak signal from teh photoresistor to a suitable current for the LED. See for example this one.
